What legal action can a deckhand take?

If a Captain has refused to sign a sea service testimonial for no good reason, what legal action can a deckhand take? A friend has come to me asking for help and I'm not sure which direction to send him. I would hate to see the guy lose nearly a year of sea service due to some disgustingly arrogant Captain. I hope this doesn't happen often, I've never heard of it before. For the sake of the forum let's not get sidetracked and assume this deckie has been 100% honest and is dealing with simply, refusal to sign.

Hi there. Thanks for your post. The first port of call will be your contract to check that the captain was obliged to sign. If not, or if your friend was stupid enough to work other than under a contract, then the Flag State administration, whose laws may oblige the captain to sign, will be the second, and last stop.
